The Rules and Regulations for the Drinking Water, Wastewater, and Stormwater System are adopted by Capital Region Water’s Board to ensure the safe, efficient, and reliable operation of the facilities and infrastructure necessary to serve ratepayers. Capital Region Water commits to review and amend these rules and regulations as necessary.

Stormwater Land Development Planning
Capital Region Water is the permit holder for the Combined Sewer System (CSS) and Municipal Separate Storm Sewer Systems (MS4s) in the City of Harrisburg. Please review Wastewater and Stormwater Rules and Regulations documents for requirements for all stormwater, subdivision, and/or Land Development Plans for any amount of impervious surface added, removed, or modified earth disturbance. Preapplication meetings are encouraged to discuss development plans, potential Stormwater Credit, and questions. As provided in Capital Region Water Wastewater and Stormwater Rules and Regulations documents, Section 9.11.C Fees and Expenses, the applicant is required to pay an escrow fund to defray application cost incurred by CRW. Applicant must submit an application for “Application for Consideration of Stormwater Management Plan” and a $1,000 Escrow Fee is due with Stormwater Land Development submission.

CRW’s Stormwater Program is administered by CRW’s CEO, under the direction of CRW’s Board.

Appeal Your Stormwater Fee
Capital Region Water is providing property owners with the opportunity to appeal their stormwater fee calculation for reasons including: incorrect parcel, inaccurate impervious area calculation, or reallocation of stormwater charge among multiple water accounts on a single parcel.
