Ready-to-Serve Fee
Every customer is charged a “Ready-to-Serve Fee,” which is priced based on the size of the water service tap which is connected to the service line leading to your home or business. This fee covers the costs of maintaining a system that is ready-to-serve your water needs—whether you consume one gallon or one thousand.

Utilization
All customers in the City of Harrisburg are charged $9.24 per 1,000 gallons of water consumed for wastewater utilization. This fee is calculated based on the water consumption measured by your water meter.
Application for Wastewater Service

Wholesale Customers
Because we do not maintain their collection systems, suburban customers have different rates. We charge Steelton $3.58 per 1,000 gallons. For all other suburban municipalities, we charge $5.01 per 1,000 gallons.
Stormwater
After significant public input in 2019, our Board of Directors recommended the implementation of a stormwater fee based on the amount of stormwater runoff generated by an individual property’s impervious area. This is calculated based on the amount of impervious surface (e.g., asphalt, concrete, buildings) on a property that sheds rainwater into the sewer system. Because this apportions the cost of the stormwater program to those properties that generate the most stormwater runoff and pollution, It is the most equitable approach to addressing Harrisburg’s stormwater issues.
Customers who believe that their property’s impervious surface has been calculated incorrectly are encouraged to appeal for an adjustment.
