CRW maintains and operates water collection, treatment, and distribution systems and Green Stormwater Infrastructure for thousands of residential and corporate customers in and around the Harrisburg region.
Leadership

Charlotte Katzenmoyer
Chief Executive Officer
Charlotte graduated from the University of Akron with a Bachelor of Science in Civil Engineering and graduated from Lehigh University with Master of Science in Environmental Engineering. She has over 20 years of experience in the water industry and most recently led a team of 200 employees as Director of Public Works with the City of Lancaster. While in Lancaster, Charlotte oversaw the modernization of its water and sewer infrastructure and developed a nationally recognized green stormwater infrastructure program.

Douglas Keith
Chief Financial Officer
Doug received his Bachelor of Science in Quantitative Business Analysis from Pennsylvania State University with a Minor in Economics. He has over 16 years of financial and leadership experience in the water and wastewater industry and oversaw $124 million in financing for wastewater treatment plant upgrades at the Williamsport Sanitary Authority.

David W. Stewart, P.E., BCEE
Director of Engineering
Dave received his Bachelor of Science in Civil & Environmental Engineering from Pennsylvania State University. He is a licensed Professional Engineer and a Board-Certified Environmental Engineer (American Academy of Environmental Engineers). Dave has over 30 years of water engineering experience.

Jess Rosentel
Director of Wastewater Operations
Jess has over 15 years of experience in the wastewater industry and successfully implemented over $50 million of improvements to Capital Region Water’s Advanced Wastewater Treatment Facility. He oversees the operations of Capital Region Water’s wastewater system serving 120,000 people in the Harrisburg area, including the largest wastewater treatment plant in Pennsylvania within the Chesapeake Bay watershed.

Michelle Bethel-Miller
Director of Shared Services
Michelle holds a Bachelor of Science in Accounting with a minor in Public Relations from Kutztown University. She also earned her MBA in Human Resource Management from the University of Phoenix. Michelle has over 20 years of customer service and collections experience. Most recently, she was responsible for 165 employees with the core function of the daily generation and collection of water, sewer, and stormwater bills for the City of Philadelphia’s 500,000+ customers.

Tanya Dierolf
Director of Strategic Initiatives
Tanya graduated from Juniata College with a Bachelor of Arts in Environmental Studies before earning her Master of Science in Environmental Studies from Antioch University. She was first hired at Capital Region Water to serve as the sustainability manager and is a certified Sustainability Associate through the International Society of Sustainability Professionals.
