Capital Region Water is governed by a Board of Directors. The Board is composed of Harrisburg-area representatives and participates in decisions affecting our ratepayers, services, and staff.

Board meetings are held monthly and the public are encouraged to attend and participate.

J. Marc Kurowski, P.E.

Chairperson

Marc is a Harrisburg resident and Principal at K&W, a civil engineering firm. Marc brings 20 years of experience in engineering, land development, and project management to the Board of Capital Region Water. He has a Bachelor’s Degree in Civil Engineering from The Pennsylvania State University and is a registered Professional Engineer and LEED Green Associate in Pennsylvania. A graduate of the 2008 Leadership Harrisburg Class, he has also received the Multiple Sclerosis Leadership Award, and was the Leukemia & Lymphoma Society’s “Man of the Year” in 2010.

Andrew Enders

Secretary

Andy Enders is Vice President & General Counsel for Enders Insurance. He is a legal scholar and accomplished litigator dedicated to establishing relevant and meaningful relationships. A Harrisburg resident, Andy has a Bachelor’s Degree in Economics from Penn State University, and a Juris Doctorate from Widener University. Andy serves on several local boards, including the Harrisburg YMCA, Harrisburg Regional Chamber of Commerce, Dauphin County Library System, and Harrisburg Young Professionals.

Nathan Davidson

Assistant Secretary-Treasurer

Nathan Davidson is a native of Central PA having grown up in Hershey. He now resides in Harrisburg with his wife, daughter, and two dogs. A graduate of Messiah College, Nathan has over a decade of experience in politics and government and was named one of City & State Pennsylvania’s 40 Under 40 in 2017. He currently serves as Senior Advisor to the Majority Appropriations Chair in the Pennsylvania House of Representatives. 

Karen Balaban

Treasurer

Karen M. Balaban has been a resident of Harrisburg for over three decades. She has been running her law firm in the city since 1999, providing expert legal counsel to clients in a variety of areas. Karen began her legal career as counsel to the PA Local Government Commission and has since gone on to hold a number of professional leadership positions in the PA Bar Assn, the PA Bar Foundation, the Dauphin County Bar Association, and the Dauphin County Bar Foundation. Karen graduated from Indiana University of PA, where she earned her B.A., and Duquesne University, where she earned her Juris Doctorate. In addition, she holds a certificate from the Universidad de Valladolid in Spain for her studies in Spanish. Aside from her legal work, Karen volunteers at her church’s soup kitchen, is a member of the Susquehanna Appalachian Trail Club, and is a conservation volunteer for the Tuscarora State Forest.
