How rates are set

As a municipal authority, Capital Region Water makes no profit and is bound to set rates based on the costs associated with operating, maintaining, and making necessary improvements to our water, wastewater, and stormwater systems. Each year our staff, Board, and consultants estimate expected costs and set rates to generate enough revenue to meet those costs. You can have your say in the budget process at any of our public board meetings.
Water
Consumption
All customers are charged $10.04 for every 1,000 Gallons consumed. This consumption is measured by a meter, usually in your basement, that we read once a month.
Ready-to-Serve Fee
Every customer is charged a “Ready-to-Serve Fee” which is priced based on the size of the water service tap which is connected to the service line leading to your home or business. This fee covers the costs of maintaining a system that is ready-to-serve your water needs whether you consume 1 Gallon or 1,000 Gallons.

Wastewater
Utilization
All customers in the City of Harrisburg are charged $8.23 for every 1,000 Gallons of water consumed for wastewater utilization. This fee is calculated based on your water consumption measured by your water meter.
Application for Wastewater Service

Wholesale Customers
Suburban customers have different rates than customers that we bill because we treat their wastewater but do not maintain their collection system. We charge Steelton $3.28 / 1,000 Gallons and all other suburban municipalities $4.47 / 1,000 Gallons.
Stormwater
The stormwater fee took effect on October 1, 2020. Customers in the City of Harrisburg will see the stormwater fee billed as a separate charge on monthly water/wastewater bills.
